II have a 21' 1981 playbouy pontoon with a 1988 force 35hp  wroth a 10 3/8 x 10 prop. It goes about 15mph  and 4200rpm @wot. My rpms range is 4500 to 5500 abdominal peak performance  is 5000rpm. What do you suggest I do to get where the engine needs to be?

You would want to come down on the pitch of the prop for more rpms. Yours is at a 10 now, you could go to a 9" pitch. Its almost something you have to experiment with. If you know someone at a marine place that would let you try used ones is a great option. That's how I found my correct pitch for my motor. If someone has a 9" pitch that you could try, and if it's too much, then go to the 9.5. Good Luck!
