It has both electric start and recoil rope start.
It will start with the rope without a battery attached.
With the battery attached it starts fine but does not charge the battery (tested with digital volt meter)

All connections are clean and tight.
Could everything be working properly and maybe it's Not supposed to charge?

I did a little research on this.

As near as I can tell, if the electric start was factory installed then the charging kit would have been installed at the same time.  If that's the case, the rectifier may be shot/blown.

If the electric starter was added after-the-fact, then the charging kit may not have even been installed.

I don't have this engine, and all of this is anecdotal.

thank you Sun Blocker for the response.  I have this boat for sale and will tell the new owner this.  The previous owner didn't mention anything and I didn't think to bring a volt meter along to check things out.  Funny how life makes me smarter and smarter  Clap  one more time - thank you
