Our county Water Response Team (Dive Team) received today from a state agency a 1991 16 ft Boston Whaler Center Console.  It is currently powered with a 100 hp Evinrude Outboard with 250 hrs on it.  We plan to use this vessel as a support / operations officer vessel.  I am seeking any advice on how i can restore this boat, especially the very worn out paint, Electrical, and black rubber rails.  I have restored a couple of pontoons but never fiberglass boat.

You've probably been there, but ContinuousWave  is a great source for Whaler info. Love the Whalers and hopefully one of these days I'll have one..

and I get a LOT of inspiration and info from BBC on bassboat restorations. I've already purchased the black rub rail and inserts for another boat I've already sold as you can buy it in any length you want as well as the inserts for the rub rail. Is there a problem with your gel coat or you just suspect a problem?  I'm going to be wetsanding mine starting tomorrow as usually that's the problem with MOST fiberglass boats is oxidation. As for electricial, check out a couple of PontoonStuff affiliated vendors EZACDC and Boat Wiring Store for LED lights, electrical boat harnesses and more (I LOVE their stuff). It'll give you complete ease of putting in new marine wiring and by adding a fuse panel and buss bars for electrical distribution along with a VSR for charging batteries while operating, you can't miss. They also have breakers and more wire if you need to add accessories (my speciality). I also highly recommend GM weatherpack terminal gear like EZACDC uses on their harnesses (also know as Packard Terminals) http://www.pontoonboatforum.com/forum_posts.asp?TID=6077&title=delphi-connectors-ezacdc-uses. I just ordered a weatherpack crimper (offered $70 and got it on ebay), retails for 80 up to $200, but well worth it if you get the RIGHT one that does one step crimping of the seal, wire and terminal pin. Look that last link over. If you're interested in the special crimper let me know and I'll give you a link to one with part number.

boat hasn't even been in water yet.  It was free to us so we took it on as a project boat with wiring a cut out, batteries missing, and full of leaves, and pine needles.  It appears the paint issue is an oxidation, but I feel if we don't address it, the vinyl graphics wont adhere and uniform will be white dust every time you move.  thanks for links I hadn't heard of BBC.

Its amazing what a hot water pressure washer and purple power will do to clean up a boat.

Looks like the gelcoat still has some shine. A good buffing and waxing would probably help it keep from oxidizing

After much research we have finally found out what model this boat is.  Its a 1991 17FT Commercial L.E.S. (Law Enforcement Special)

Well the end of our 2012 boating season slowed down our calls for service so we began the work on this Boston Whaler LES again. In October 2012 we added this Code 3 Mini Lightbar. All LED's are red.

We used the boat right after the light bar installation for safety boat during a Dive Rescue International DR1 class that we hosted.

Although this picture doesn't really show it we spent October through may 2013, completely cleaning and rewiring the inside of the boat. It was filled years of oil sludge, pine needles, and leaves. We installed LED navigation and Anchor lights, installed a second battery with master switch. Put new starter, plugs, cables, bilage pump, and filters on the motor.



We also had to reinforce how the tow mast is secured to the hull of the boat.

We then removed the old stripes and had new decals that match our other vehicles.




To assist in our searches at night we added two Whelen Pioneer Scene lights to replace the old fog lights the previous agency that gave us boat had on it.





We also sanded and repainted the motor cover
